Policy Clarity

Policy clarity refers to how clearly, specifically, and actionably a policy recommendation or proposal is articulated in a scientific, clinical, or political document.

📖 Formal Definition: Policy clarity is the degree to which a statement provides precise, evidence-based, and operational guidance for decision-makers—leaving little ambiguity about what should be done, by whom, how, and why.

🚫 Lack of Policy Clarity Involves: Vague calls for “urgent action” without concrete steps.

Ambiguous stakeholders (“we should…” without specifying who).

Absence of implementation mechanisms (no timelines, budgets, or feasibility analysis).

Overuse of generic terms like “strengthen”, “enhance”, or “target” without metrics.

✅ Good Policy Clarity Example: “Implement community-based hypertension screening programs targeting adults aged 20–40 in high-SDI urban centers with DALY rates >300/100,000 by Q4 2026, using WHO HEARTS toolkit.”
